             16   NORTHERN TIER COALITION ZONING MAPS AND ZONING ORDINANCES

             17   held on the 30th day of April, 2008, commencing at 7:00

             18   p.m., at the Rush Ladies Auxiliary Building, Lawton,

              1                 MR. HELFRICH:  Call this public hearing to

              2   order.  My name is Carson Helfrich and I've been working

              3   with the Northern Tier Coalition for the last four or five

              4   years, actually a little bit longer than that.

              5                We first did a Multi-Municipal Comprehensive

              6   Plan and that actually started, the group actually started I

              7   believe back in 2001, when a group of municipalities first

              8   came together; and now all 12 Northern Tier Coalition

              9   municipalities have been working together on taking a look

             10   at the community and coming up with some land use management

             11   tools.

             12                The first thing that was done was the

             13   Multi-Municipal Comprehensive Plan and that was adopted in

             14   June of 2005.  So the next step following that was putting

             15   together the proposed Zoning Ordinances for each of the 12

             16   municipalities, and that's what the hearing here is tonight.

             17                First of all what I'd like to do for the

             18   record, the hearings that we are having are a requirement of

             19   the Pennsylvania Municipalities Planning Code and this

             20   hearing was actually advertised in the Susquehanna

             21   Independent on April 9th and April 16th; in the Binghamton

             22   Press on April 9th and April 16th; the Wyalusing Rocket on

             23   April 10th and April 17th; and there was also a display ad

             24   in the Montrose Pennysaver on April 16th.

             25                The other thing I'd like to do to get entered

              1   into the record, I'd like to have each of the supervisors

              2   who are here in attendance just state your name and your

              3   township, please.

              4                MR. BOYANOWSKI:  Bob Boyanowski, Rush

              5   Township.

              6                MR. MITCHELL:  Kendall Mitchell, Rush

              7   Township.

              8                MR. PIERSON:  Charlie Pierson, Rush Township.

              9                MR. CURLEY:  Tom Curley, Middletown Township.

             10                MR. SOBONSKI:  Tom Sobonski, Middletown

             11   Township.

             12                MR. HELFRICH:  Okay.  Thank you.

             13                The purpose of the hearing tonight is for any

             14   of the public to either ask questions or to make specific

             15   comments about the Ordinance, and we do have a handout here

             16   tonight that shows the different zoning districts that have

             17   been established for the municipalities.

             18                If you have any questions or comments, I would

             19   ask you to please state your name clearly for the record and

             20   also your municipality of residence.  So I think with that

             21   we will open it up to any public questions or public

             22   comments.
